By signing a supplementary declaration in Concepción, InvestChile’s Acting Director Juan Pablo Candia and Puertos de Talcahuano CEO Cristian Wulf reaffirmed the cooperation agreement signed by the two institutions on November 10, 2025.
The agreement between Chile’s Foreign Investment Promotion Agency and the state-owned company that administers the maritime terminals operated under concession by San Vicente Terminal Internacional (SVTI, 2000–2029) and Talcahuano Terminal Portuario (TTPSA, 2012–2041) provides for various forms of mutual support to improve market efficiency and competitiveness.
Key initiatives include the development of an annual action plan, which is already underway, to encourage greater participation by foreign bidders in the tender process for the Port of San Vicente concession covering the 2030–2059 period. The aim is to continue promoting competition in Chile’s port logistics market.
“We have identified enormous opportunities for investment and improvements in service quality in Chile’s ports. With the upcoming process involving Puertos de Talcahuano and the new tender for the Port of San Vicente, we see a great chance to attract new players. InvestChile will support this effort through targeted international promotion, with the aim of awarding the contract to the best bid,” said Juan Pablo Candia.
“Following the cargo demand study conducted in 2024, we developed a tender project in 2025 that includes various investments aimed at improving efficiency and increasing the Port of San Vicente’s operating capacity. The proposal was submitted to the Tribunal for the Defense of Free Competition (TDLC) in February of this year, and we expect the concession to be tendered and awarded in 2028. This agreement will undoubtedly help to expand bidder participation in the process, ensuring the concession is awarded to the proposal that delivers the greatest value to the future development of the Port of San Vicente, the city of Talcahuano, and the Biobío Region,” added Cristian Wulf.
During his trip to the Biobío Region, InvestChile’s Acting Director took part in a series of activities with regional authorities.
More than 200 representatives from the public and private sectors, academia, and industry associations gathered at the Strategic Coordination Council (CEC) of the Biobío 2050 Strategy, an initiative led by the Regional Government of Biobío through the Desarrolla Biobío Corporation.
The council, chaired by Regional Governor Sergio Giacaman, aims to build a shared vision for the region’s development through 2050 in a participatory way. The vision is built around six strategic pillars: Urban Development, Talent Development, Entrepreneurship and Innovation, Health, Security, and Productive Sectors, with sustainability as a cross-cutting theme.
Each working group represented a priority area, and its members presented the needs, gaps, and opportunities they had identified to regional authorities, including Regional Ministerial Secretaries (SEREMIs) and Service Directors.
This session helped define a roadmap with concrete actions, clear responsibilities, and timelines to position the region for 2050.
Afterward, InvestChile’s Director met with the General Manager of the Desarrolla Biobío Corporation, Macarena Vera, to define priorities for the final quarter of the year and outline joint work for 2027 under the Collaboration Agreement between the Agency and the Regional Government.
